I have the honour to inform you
that for some time past I have had under consideration the
best means of protecting this Colony from the nuisance,
danger and expense arising out of the immigration of large
numbers of male destitutes other than of Chinese race.

Public attention was forcibly
called to this evil at the end of last year by the deplor-
-able case, already reported to you, in which 2 Americans
and a Swede who had become destitute here murdered a woman
and a child in taking possession of a native boat in which
they intended to sail to another Port. Since then there
has been a case of destitute Europeans "holding up" a
Chinese Club while instances of persons in this position
making themselves offensive to Europeans in the streets
and living on the charity of the Chinese are frequent.
